In the discussion of ACTA, Denise reads and comments on a query that makes reference to the difference between the access researchers and the citizens in a country have to investigating drm vulnerabilities. From a legal standpoint in the USA and given that there are no public safety or national security issues, should a researcher have different privileges from a non-researcher?

Cryptographic researchers in the U.S. have a limited exception to the DMCA. There's also a limited exception for reverse engineering. Is this the sort of thing you were thinking of Mike?
